Impact evaluations of humanitarian assistance programmes are perceived to be challenging because they need to be done quickly and it’s often difficult to plan for data collection or have a valid counterfactual. The multiplicity of actors involved in humanitarian assistance and ethical issues add to the complexity of the situation. Dr Puri uses case studies to show how data and methods can be innovatively used to get around these challenges.

To ensure maximum impact of the limited resources available, we need evidence on what works in humanitarian assistance programmes, under what circumstances and at what cost. Impact evaluations can help answer these questions, says Dr Puri. They can also be used to measure the magnitude of change and identify the best delivery options for humanitarian assistance.
