Mr. Kjaer is a fulltime Program Manager at Social Impact specializing in conflict, democratic governance, and monitoring and evaluation (M&E). He has managed several of SI’s priority contracts including SI’s current two-year Developmental Evaluation of USAID/CMM’s global People-to-People Reconciliation grants; a final evaluation of USAID/Philippines’s $90 million “Growth with Equity in Mindanao III” program, involving six weeks of field work in conflict affected Mindanao; a summative evaluation for The Carter Center on the effectiveness of an Irish Aid Block Grant to support peace, elections, and human rights programming; a major evaluation of USAID’s implementation of the Paris Declaration on Aid Effectiveness; a Democracy and Governance Assessment for USAID/Georgia; and a final performance evaluation of USAID/Georgia Judicial Administration and Management Reform project. Previously, he worked with the Woodrow Wilson Center’s Project on Leadership and Building State Capacity and the Alliance for Peacebuilding. He received his M.A. in Conflict Resolution from Georgetown University, where he focused on the Disarmament, Demobilization, and Reintegration of former combatants, and a B.A.-Honors from McGill University with a specialization in ethnic conflict.
