Getting the Most Out of an Evaluation. 

Mark M. Rogers is teaching Utilization-Focused Evaluation: Enhancing Evaluation Usefulness at the Summer Peacebuilding Institute, May 14 – 22, 2015. The course will show participants how to engage and stay involved in evaluation processes in ways that optimize use of the evaluation findings. Participants will learn to engage both the field of evaluation and evaluators more effectively and ensure that evaluations are geared to address the needs and interests of the primary evaluation users – front-line program staff, key stakeholders, country offices, and donors.

Many organizations engage passively in evaluation, deferring to the evaluator’s skills and experience. This can lead to an inconclusive evaluation or one that actually demoralizes the stakeholders. Evaluations are the most useful when the organization provides direct input into design and helps frame the evaluation questions and processes with their needs.

Utilization-focused evaluation (U-FE) ensures productive and intentional engagement between evaluators and those being evaluated. It makes sure all are adequately prepared, speak the same language, and are clear about the evaluation’s goals and eventual use. It is about leveraging the greatest utility out of whatever evaluation type or method is employed. U-FE can be applied in all forms of evaluation, including, but not limited to:

  • Formative, summative and developmental evaluations,
  • Theory-based evaluations,
  • Performance, compliance, and impact evaluations,
  • Self-evaluations, and
  • Internal evaluations or external evaluations.

This course will benefit practitioners and program support staff who commission evaluations, oversee evaluation quality, serve on evaluation teams, and advocate for greater evaluation usefulness.

This is an advanced evaluation course. Participants should already understand the basics of design, monitoring, and evaluation and/or be doing evaluation work.
