Senior- and Mid-level Short-term Specialists in Education in Crisis and Conflict Environments, USAID Advancing Basic Education: Access for All (ABE: ACCESS) IDIQ, Various

 

Social Impact (SI) is a Washington, DC-area international development management consulting firm. Project Objective:

Under ABE ACCESS, a five-year Indefinite Delivery Indefinite Quantity Contract (IDIQ), SI will support USAID missions and bureaus in addressing their education objectives in environments that may be or have been affected by crisis, conflict, fragility and/or lawlessness. To achieve this goal, the Agency has identified three illustrative results; these include: safe learning opportunities for children and youth provided crisis prevention efforts strengthened, and institutional capacity to provide services strengthened.

 

SI will be providing technical assistance and services in order to help USAID assess, design, implement, coordinate, monitor and evaluate education programs in affected environments. SI will also manage and provide training services to help the Agency and its partners understand the role education plays in mitigating those problems in conflict-affected areas. Finally, SI will provide services in M&E, research, guidance, assessment, and associated data collection and analyses to gather and disseminate knowledge related to education. 

 

Position Description:

SI is seeking to recruit a roster of mid-level and senior-level candidates to deliver a variety of technical assistance, analysis and monitoring and evaluation (M&E) services in the education in emergencies and/or with disadvantaged children and youth sectors for possible long-term and short-term assignments under this IDIQ. Assignment durations, locations and responsibilities will be determined upon the needs that emerge from the IDIQ and USAID.

 

 

Anticipated Responsibilities Include:

·           

Provide leadership, management, and technical assistance for education programs in conflict and crisis affected environments.

·           

Develop capacity of non-governmental and governmental organizations focused on education in conflict and crisis affected environments.

·           

Provide analysis, advice and/or implementation assistance on design, implementation and evaluation of information systems, with an emphasis, on computerized systems of information management.

·           

Assess, design, develop and report on performance monitoring plans, and evaluating education programs.

·           

Develop, assess and evaluate baseline studies; develop education-related management information systems, logical frameworks, performance monitoring plans and impact evaluations related to education in conflict and crisis affected environments.

 

Anticipated Qualifications Include:

·        

Senior-level: Master’s degree in education-in-crisis, conflict resolution, youth development, livelihoods or related discipline; minimum of 12 years of technical advisory, capacity building or M&E experience education in emergencies and/or with particularly disadvantaged children and youth.

·        

Mid-level: Bachelor’s degree in education-in-crisis, conflict resolution, youth development, livelihoods or related discipline; minimum of eight years of technical advisory, capacity building or M&E experience education in emergencies and/or with particularly disadvantaged children and youth.

·        

Experience working closely with USAID missions and bureaus on improving education programming.

·        

Field experience working in conflict and crisis-affected areas.

·        

Demonstrated technical expertise in the following areas:

o  

Conflict-sensitive programing approaches.

o  

Formal and non-formal/alternative education.

o  

Youth development, conflict, livelihoods and child/youth protection.

o  

Education for displaced populations and safe schools.

o  

Crisis prevention, disaster risk reduction and emergency preparedness.

o  

Education policy, delivery and management of education services.

o  

Management information systems, data management and planning.

o  

Workforce development, organizational development, capacity building, vocational/technical training, teacher training and professional development.

o  

Literacy & numeracy and community engagement.

o  

Student assessment and learning outcomes.

o  

M&E and knowledge management.

·        

Additional, secondary areas of expertise: conflict resolution, resilience and peace building, social-emotional learning (SEL), private schools, conflict related policy and strategic planning, family and parent motivation, water, sanitation, and health (WASH), students with disabilities, behavior change and awareness raising, scaling up, curriculum and textbook development and revision, healing classrooms, ICT, technology, use of social media, student-centered learning and certification and accreditation.
