Proposal Objective:

SI is pursuing an anticipated multi-million dollar five-year USAID-funded Liberia Strategic Analysis Activity with the goal to provide an innovative degree of analytical and advisory services to USAID/Liberia’s Office of Program and Project Development (PPD) and Development Objective (DO) teams in support of the Mission’s project design, performance monitoring and evaluation, and operational learning and adapting. The project’s objectives will assist the Mission in its ability to:

(a)identify the lessons learned from past experience; (b) better understand the complex Liberian development context (including institutional norms and behaviors affecting project results) through advanced research, surveys, data collection and analysis; and (c) adapt its programs to this information and analysis.

The project will establish a support unit in Monrovia to assist the Mission in strengthening its management of key aspects of the programming cycle, specifically strategic planning; project design; performance monitoring and evaluation; and institutionalized learning and adaptation.

Position Description:

SI is seeking a full-time DCOP who will be responsible for supporting the Chief of Party (COP) in reporting requirements, day to day project administration and serving as the Senior M&E Advisor for project. This will include leading all M&E activities, including building Mission and implementing partner (IP)’s capacity in M&E, learning, and knowledge management across USAID’s programming. The DCOP must reside in country for the duration of the contract, with authority to act in the absence of the COP. The position will be for the duration of the five year project.

Responsibilities:

  • Oversee LSA's operations and serve as Acting COP for LSA as needed.
  • Provide support, leadership and technical expertise to overall management of LSA to ensure that the project meets all its performance and reporting requirements.
  • Support the COP on all management areas under their direct supervision, and serve as Senior M&E Advisor for the project.
  • Provide technical quality control over M&E related services, including reviewing proposed
    evaluation methodologies, implementing agency monitoring and reporting systems, and
    overseeing surveys.
  • Provide leadership and guidance on the overall M&E effort, and in conjunction with the CLA/KM Advisor, help make the Mission’s IPs learning and adaptive partners for all USAID’s assistance efforts in Liberia.
  • Work with COP and CLA/KMA, ensuring that monitoring and evaluation information is shared and fully utilized through knowledge sharing and strategic learning processes to speed innovation and improve upon and bring new innovations to the Mission’s programmatic work in country.
  • Support the Mission’s staff (particularly Mission’s CLA Advisor) in accessing strategic learning tools, as well as in providing guidance and support to the project’s evaluation services component including but not limited to monitor and evaluate activities to create knowledge mobilization, and knowledge management mechanisms.

Qualifications:

  • Minimum of eight years professional work experience managing complex donor-funded international development capacity building or training activities with significant expertise in monitoring, evaluation, and/or project design and analytical work as well as the related reporting to an international donor.
  • Master’s degree or Doctorate in a field relevant to development assistance, international affairs, political science, sociology, economics, business, public administration, organizational development, communications, or a closely related field.
  • Substantial evaluation (both performance and impact evaluation) design expertise.
  • Proven skills in both quantitative and qualitative methodologies and analysis.
  • Experience in performance monitoring and evaluation in complex environments.
  • Computer literate and possess superior oral and written communication skills.
  • Must reside in country for the duration of the contract, with authority to act in the absence of the COP.
  • Fluency in English (Level 4).
  • Background in monitoring, evaluability assessments, analysis, and implementation of performance evaluations of development assistance programs and experience in the application of statistical methods is desirable.
  • Experience in comparable post-conflict countries an asset.
  • Experience working with previous U.S. government programs would be preferred.
