Administrative Manager, USAID/Africa Bureau (AFR) Institutional Support Project, Washington, DC

SI’s clients include US government agencies such as USAID, the Millennium Challenge Corporation, the US Department of State, bilateral donors, multilateral development banks, foundations, and non-profits.

Proposal Objective:

The purpose of the anticipated five-year multi-million dollar contract is to provide the USAID AFR Bureau in DC and Sub-Saharan Africa with short and long-term technical assistance for assessments, analysis, strategy development, program design, implementation, monitoring and evaluation, communications, knowledge management, conferences and seminars.

Position Description:

SI is seeking a full-time Administrative Manager to work closely with the Chief of Party in providing direction and oversight to the project, including leading the recruitment, management and placement of staff, and assuring all operations, logistics and administration for provided technical services.

The position will be based in Washington, DC, with preference to applicants who have Secret or Top Secret security clearance levels, as well as experience delivering technical assistance to AFR or other USAID bureaus.

Responsibilities:

  • Responsible for the administration and operations of the project including:
    • Accounting and financial system and reports.
    • Personnel recruitment and management.
    • Tracking of tasks and requests.
    • Management of office space and equipment.
  • Interact and communicate effectively with the Chief of Party, USAID AFR Bureau and other stakeholders to ensure smooth implementation of the project.
  • Oversee and manage logistical, travel and operational arrangements for consultants/staff, conferences/workshops, office space and technical assistance activities.
  • Oversee full-cycle and transparent recruitment processes to ensure quality hires throughout the life of the project.
  • Manage financial and budgetary aspects of project activities.
  • Provide administrative surge capacity as required.

Qualifications:

  • Master’s degree or equivalent in business/public administration, management, finance, or related area.
  • At least five years of experience in managing and coordinating development programs, preferably in or related to Africa with strong preference for experience with USAID accounting and management processes.
  • Ability to coordinate travel and logistics.
  • Excellent writing and communications skills.
  • Demonstrated ability to manage complex, time sensitive, high quality activities.
  • Demonstrated ability to work collaboratively with institutional, government, and private sector partners and stakeholders.

Preferred Qualifications:

  • Experience as administrator for a USAID program of at least comparable size and scope.
  • Previous overseas experience.
