Mozambique Monitoring and Evaluation Mechanism and Service (MMEMS) project

MMEMS will work with USAID/Mozambique staff and implementing partners to improve their performance planning monitoring and reporting systems, thereby making USAID/Mozambique a more effective and adaptive development organization. 

MMEMS will focus its effort on systems which will enable the Mission to fulfil its performance monitoring, evaluation, reporting and dissemination requirements, and improve the overall planning, design and management of its development activities.  It will do this by facilitating improved activity management and learning capacity, improved monitoring and performance data and high quality and efficient evaluation services.

1.   Chief of Party (COP)

Responsible for leading and managing the overall complex operations of the MMEMS project.

                Qualifications:

  • Master’s or PhD in relevant field.
  • 10 years of development professional experience working with: planning, design, and performance management of international development assistance programs, preferably those funded by the USG.
  • Significant expertise in leading the design and implementation of performance and impact evaluations of development interventions.
  • Significant experience in indicator development, data collection and quantitative/statistical analysis, data quality assessments, and/or performance monitoring and reporting.
  • Experience creating and managing performance monitoring plans.
  • Strong written and oral communication and excellent interpersonal skills.
  • Thorough working knowledge of USG operations, regulations, policies, procedures and programs desirable.
  • Spoken and written ability in both English and Portuguese is required.

 2.   Deputy Chief of Party

In addition to providing key support to the Chief of Party on all management areas under his/her direct supervision, the successful candidate will serve as the senior M&E Advisor to the MMEMS project.

                Qualification:

  • Master’s or PhD in relevant field
  • 5 years professional work experience managing complex donor-funded international development capacity building or training activities.
  • Significant expertise in monitoring, evaluation, and/or project design       
  • Proven skill in working with both quantitative and qualitative methodologies and analysis.
  • Spoken and written fluency in both English and Portuguese is required. 

3.   CLA/Knowledge Management Advisor

The Knowledge Management Advisor (KMA) will assist the Mission in assembling, synthesizing and communicating information and analysis to Mission staff, IPs, and other Mozambican development partners.  S/he will also take a lead role in interfacing with implementing partners to identify key learning questions and challenges, and develop mechanisms for improving collaboration and knowledge sharing between key stakeholders. 

            Qualifications:

  • Master’s in international development, statistics, adult education, organizational learning, or a related field.
  • 5 years of progressively professional work experience in institutional learning, research, analysis, knowledge management and communication.
  • Strong background in analysis and evaluation of development assistance programs.
  • Experience in the application of statistical methods is desirable.
  • Experience building organizational capacity in monitoring, evaluation, and strategic learning preferred.
  • Spoken and written ability in both English and Portuguese is required.

4.   Senior Monitoring and Evaluation Specialist

To be full-time and integral member of the technical planning team.  S/he will manage the monitoring and evaluation system for the overall project and advise implementing partners in all aspects of monitoring and evaluation. S/he will coordinate the development and implementation of M&E plans and training of implementing partners, identify technical assistance needs, assist with identifying training resources as appropriate, and manage the management information system for the project.

            Qualifications:

  • Master’s in international development, economics, statistics, research methods, political science, public policy, social science or a related field is required. 
  • Minimum 5 years of demonstrated experience in M&E, data analysis, and assessments. 
  • Experience with evaluation methodologies, population based surveys, performance management plan development, participatory data collection methods and protocols. 
  • Spoken and written ability in both English andPortuguese is required.
