Social Impact (SI) is a Washington, DC-area international development management consulting firm. SI’s mission is to improve the effectiveness of international development programs in improving people’s lives. We provide a full range of management consulting, technical assistance, and training services to strengthen international development programs, organizations, and policies. SI services cross-cut all development sectors including democracy and governance, health and education, the environment, and economic growth. SI’s clients include US government agencies such as USAID, the Millennium Challenge Corporation, the US Department of State, bilateral donors, multilateral development banks, foundations, and non-profits.

Proposal Objective:

SI is bidding on the five-year USAID PMSPL project in Lebanon. The purpose of the project is to supplement the monitoring and program management efforts of USAID Lebanon staff; and to verify, monitor and support USAID program performance in Lebanon. Information gathered and program support services will assist the Mission to make informed decisions and better manage Implementing Partners’ (IP) performance throughout the country. The activities include providing consistent, relevant and frequent performance monitoring and reporting of USAID/Lebanon activities and projects, day-to-day information needed to make management decisions, and most importantly, field monitoring support to USAID Lebanon staff, especially for activities located outside of greater Beirut.

The project activities will include:

1. Develop and support the implementation of USAID/Lebanon’s Performance Management Plan (PMP);

2. Support Implementing Partners’ Monitoring and Evaluation efforts;

3. Integrate Gender issues into USAID/Lebanon’s activities;

4. Support USAID/Lebanon’s Geographic Information System (GIS) activities and integration to the AID Tracker Plus (AT+);

5. Support USAID/Lebanon’s monitoring activities;

6. Provide evaluation assistance;

7. Build the capacity of local organizations in Monitoring and Evaluation (M&E);

8. Assist in project design, management and reporting support;

9. Implement knowledge management;

10. Provide Architectural and Engineering services (A&E);

11. Provide Development Outreach and Communication (DOC)

Position Description:

SI is seeking a full-time expat Senior Project Design and Programming Expert to serve as USAID/Lebanon’s lead project design specialist throughout the life of the contract.


  • Lead in the design and development of projects and activities based on the Mission’s strategy and results framework.
  • Responsible for promoting technical team collaboration in the project development process.
  • Work closely with USAID/Lebanon Project Design Teams and technical staff.
  • Assist in the support the implementation of USAID/Lebanon’s CDCS in project design planning, developing new programs, stakeholder consultations, and preparing special program reporting.
  • Train USAID/Lebanon’s staff in project design planning and execution using USAID’s most up-to-date programming guidance to help them develop effective programs and projects with sustainable results based on best practices and lessons learned locally, regionally, and globally.
  • Assist in the identification and selection of consultants to provide short-term technical assistance on project design, partnership development, technical analyses and project implementation support.
  • Assist Mission staff to develop public private partnerships and engage local stakeholders to leverage resources and support for greater program impact and sustainability.
  • Provide additional program management support as needed to USAID/Lebanon’s Program Management Office under the supervision and direction of the Program Office.


  • Advanced degree preferred.
  • Must demonstrate an understanding of project development and corresponding analytical requirements and how to apply them.
  • Possess adequate knowledge needed to lead Project Design Teams as well as apply Agency policy, directives, and sector strategies regarding project design.
  • Progressively more responsible global experience in project design and program management of large multi-year programs in large bilateral or multilateral assistance programs/organizations.
  • Professional work directly related to strategic planning for the discipline of international development, including strategic analysis and results frameworks and design and development of foreign assistance projects, including supporting analyses.
  • Demonstrated ability to articulate organizational policy and guidance associated with project design, program management, program reporting, and to communicate well with people at all levels.
  • Demonstrated ability to effectively lead project design teams and facilitate discussions and/or meetings needed to complete project designs within strict timeframes.
  • Experience in conducting and integrating gender into project design.
  • Knowledge of public private partnerships in development assistance programs.
  • Outstanding written English and communication skills, analytical, and editorial skills; Arabic language proficiency.
