DfID’s Disaster and Emergency Preparedness Programme (DEPP) has made the largest investment to date in learning for humanitarian capacity building and the Regional Learning Advisors lie at the heart of the programme’s theory of change. They are change agents for humanitarian capacity building.

Each of the 5 roles will be based in one of the following 5 regions:

  1. Southeast Asia (Philippines, Indonesia, Myanmar, Thailand)
  2. Asia (Bangladesh, Pakistan)
  3. Middle East (Jordan, Lebanon)
  4. East Africa (Kenya, South Sudan, Ethiopia)
  5. Central Africa (DRC, Mozambique)

The Regional Learning Advisors form a team of practitioners that provide cross-cutting coherence across different projects. They are partnership-brokers for learning, ensuring that each project’s individual experience is contributing to a collective understanding. They are network-builders, connecting people at regional and country levels to create a dense-web of practitioners. They are change-makers who cross the divide between traditional and technical monitoring, evaluation and learning (MEL) and in order to look at MEL from a capacity building perspective. They are individuals with experience in preparedness and passion for empowering others, whether at the individual, organizational or system level.

Each Regional Learning Advisor will support the projects within its region on common challenges when it comes to learning, will be based regionally, managed and supported by a lean central MEL team, and will work closely with the DEPP project leads in-country. They will engage in contextual analysis of evidence generated from projects, especially focusing on improving the way learning is operationalized through sharing of outputs and forming a community of learning practitioners. The RLAs will support DEPP projects as needed, support the in-country administration of the independent evaluation team and form a community of practitioners tasked explicitly with learning about what does and does not work in capacity development.

Salary & Benefits
PO1 (£32,374 - £34,621)
