Project Summary: 

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide  data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

 

Position Summary:MSI seeks a Senior Monitoring and Evaluation Advisor/ Evaluation and Assessment Methodologist. The Administration Manager is responsible for coordinating and managing day-to-day administrative and logistical support for all technical activities. S/he reports to the Deputy Chief of Party, and works closely with Unit Senior Technical Advisors and Directors to plan, coordinate, procure, and track program support services and activities. S/he is responsible for arranging travel and logistical support for PERFORM staff and short-term technical assistance consultants, and to manage all procurements related to program support services and activities. S/he will ensure all logistical and administrative activities are properly documented and in compliance with MSI and USAID requirements and procedures. S/he is the point of contact for coordinating support needs for PERFORM field offices and is responsible for liaising with key vendors, partners and USAID on administrative matters. The Administration Manager is expected to demonstrate the highest standards of integrity and professionalism. S/he will work cooperatively with all project employees and partner organizations to contribute to the success of PERFORM.

 This is a full-time position based in Islamabad, Pakistan; with limited travel to field offices as needed. It is expected to begin immediately and last through April 2020.

  Responsibilities: 

  • Lead major component of large USAID/Pakistan contract. Provide intellectual leadership, technical oversight and management of all evaluation, assessment and special study activities and manage staff engaged in such activities, including supervising up to six full-time staff.
  • Oversee all aspects of evaluation, assessment and special study activities, such as planning and budgeting for each assigned activity, identifying appropriate staffing levels, providing relevant technical guidance, leading consultations with relevant USAID/Pakistan staff and implementing partners, identifying and executing appropriate agreed upon methodology, field work and research, and reporting and deliverables. Review and edit final reports. Troubleshoot issues as they arise to ensure all products are of high quality.
  • Oversee data collection and production of the project’s Stability Index, a multi-faceted measurement effort that includes survey data collection, focus groups, and media monitoring.
  • Provide technical assistance to USAID/Pakistan Mission technical teams and coordinate the provision of project services for those teams, including evaluations, assessments, monitoring and GIS services. 
  • Ensure statements of work and task plans reflect the needs of the client, that tasks are carried out to the highest quality standards and that final products are useful and support client learning and adaptive management.

  

Qualifications: 

  • Master’s degree in research methods, economics or a relevant social science.
  • Twelve to fifteen (12-15) years of experience in evaluation of international development projects in developing countries required; experience in monitoring also strongly preferred.
  • Experience in project management, design and research methods.
  • Experience in conducting independent project and program evaluations, surveys, assessments, and data analysis.
  • At least seven (7) years supervisory experience preferred.
  • Experience working in Pakistan or CPC is desired as well as experience in conflict affected countries.
  • Knowledge of international best practices on project design, implementation, evaluation and learning as well as excellent interpersonal, writing and presentation skills.
  • Experience working directly with USAID Missions preferred.
