SI services cross-cut all development sectors including democracy and governance, health and education, the environment, and economic growth. SI’s clients include US government agencies such as USAID, the Millennium Challenge Corporation, the US Department of State, bilateral donors, multilateral development banks, foundations, and non-profits.

 

Objective:

SI is seeking a Senior Evaluation Specialist to help grow our rapidly expanding Evaluation Practice. The primary function of the Senior Evaluation Specialist will be to provide high-level technical management, oversight, and support for multiple performance evaluations and the design and implementation of performance management systems for various SI clients. The Evaluation Specialist will also be responsible for continuing to grow the Performance Evaluation Practice Area through proposal development and fostering strong relationships with existing and new clients. The position offers the potential to serve as an evaluation Team Leader on selected assignments in one or more sectors of development work, and to serve as an Indefinite Quantity Contract Manager on smaller, multi-year evaluation contracts with USAID and other clients. The position also involves work in one or more sectors such as Democracy and Governance, Conflict Management, Rural Development, Environment, Food Security, Health and Education. The Senior Evaluation Specialist will report to SI’s Vice President for Evaluation and will work closely with SI’s team of Evaluation Program Managers, Program Associates, Project Assistants and external evaluations teams contracted by SI. The Senior M&E Specialist will be directly responsible for the technical quality and financial performance of those projects which he or she supervises.

 

Responsibilities:

Evaluation Technical Management (expected 60% time)

The Senior Evaluation Specialist will be responsible for leading a rapidly changing portfolio of short-term performance evaluations, performance management tasks and smaller evaluation IQCs:

  • Recruit, and with support of PA, coordinate Performance Evaluation teams including team leaders and local team members ensuring quality and timeliness of deliverables
  • Promote a comprehensive Utilization-Focused Evaluation approach on all SI evaluations.
  • Serve as Team Leader on selected evaluation teams
  • Advise on and develop appropriate mixed methods evaluation designs and work plans that are highly tailored to the project context, data, time, budget and political constraints.
  • With support of PA prepare and conduct Team Planning Meetings for SI Evaluation Teams to clarify evaluation scope, key evaluation questions, team member roles and responsibilities and client expectations. Develop work plans and logistics for field work.
  • Develop and supervise creation of appropriate qualitative and quantitative data collection instruments
  • Provide oversight and technical support for timely and accurate and timely data collection for performance evaluations and performance monitoring projects
  • Draft high quality evaluation reports for clients and evaluation stakeholders following SI Evaluation Report Standards
  • Problem solve on various evaluations
  • Conduct workshops and engaging presentations to promote evaluation uptake and use with clients and stakeholders

Evaluation Training (expected 20% time)

The Senior Evaluation Specialist will be expected to provide training and technical assistance to key donors, including the USAID, Department of State and USDA to build their capacity to implement high quality evaluation.

  • Lead evaluation trainings for USAID, USDA and DOS in Washington and in field missions
  • Serve as an Evaluation Coach and Mentor for client staff participating in SI M&E training courses
  • Develop and lead evaluation capacity building (ECB) and provide evaluation technical assistance for selected SI clients

Business Development (expected 20% time)

Support marketing, business and proposal development related to new monitoring and evaluation opportunities in fragile states. The Senior Evaluation Specialist will identify new evaluation opportunities, write technical sections for proposals, review draft proposals, identify evaluation experts and team leaders to be included in proposals, and work with the Finance Department to create evaluation budgets.

 

Qualifications: 

  • Eight to ten years of experience in international development evaluation with progressive levels of responsibility.
  • Ph.D. in relevant subject area, such as economics, statistics, public policy, development, etc. (strongly preferred, although Master’s degree with more than 10 years experience will be considered)
  • Academic training and practical experience in quantitative research/evaluation including familiarity qualitative, quantitative and participatory evaluation designs and methods
  • Academic training and/or practical experience in quantitative analysis, including experience in econometrics and use of STATA and SPSS (preferred)
  • Demonstrated experience (minimum 5 yrs with PhD or 10 with Master’s) managing or providing technical guidance to for evaluations (required)
  • Demonstrated experience leading short-term evaluation teams with highly rated evaluation products (required)
  • Demonstrated team building, team management and conflict management skills for short-term technical assistance projects (required)
  • Ability to travel overseas for short-term assignments (required)
  • Demonstrated ability to write clearly under deadline (required)
  • Experience working in developing countries (required)
  • Field experience in managing small and medium-scale data collection activities and surveys (strongly preferred)
  • Experience working with USAID, DOS, USDA and other donors (strongly preferred)
  • Proficiency in a foreign language, such as Spanish or French (preferred).
  • Active role in evaluation professional groups such as American Evaluation Association.
