Project Summary: 

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) will serve as a centralized management support mechanism supporting USAID/Pakistan’s mission to increase stability, democracy, and prosperity for the men and women of Pakistan through the implementation of the Mission Strategic Framework (MSF). PERFORM will provide  data and information to help project managers improve project results through better implementation and design, as well as services that support the Mission’s learning and adaptive process, enabling it to better target its programming and achieve its goals and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

Position Summary:

MSI is recruiting for a senior-level Evaluator/ Team Leader to lead a four-person team of international and local consultants to conduct a mid-term performance evaluation of the USAID-funded Satpara Development Project (SPD) in accordance with USAID Evaluation Policy and USAID/Pakistan and MSI evaluation standards. SPD is a multi-year initiative to increase access to irrigation water and enhance on-farm water use efficiency, agro-productivity and agro-marketing facilities within the command area of the Satpara Dam Irrigation Scheme in order to provide income generating and employment opportunities in the Gilgit/Baltistan region. The evaluation will take place half way through the SPD contract examining the influence of the project’s design, management, and implementation on its ability to achieve anticipated results in a timely manner.

This assignment will require approximately six (6) weeks of field work and data analysis in Pakistan from August through early October 2015.


  • The Team Leader is responsible for managing the team and for producing required deliverables in a timely manner. Specific duties include:
  • Review all relevant program documents required to understand the evaluation.
  • Play a lead role, with PERFORM staff, in facilitating a Team Planning Workshop (TPW) in Islamabad to:
  •       Review the evaluation’s purpose and methodology.
  •       Clarify roles and responsibilities of evaluation team members.
  •       Design data collection instruments, develop a data analysis plan.
  •       Plan the field work.
  •       Lead the team’s field work including site visits and on-site individual and group interviews.
  •       Lead the analysis of collected data.
  •       Lead evaluation report writing.
  •       Undertake other tasks required for the successful completion of the evaluation.


  •  Master’s degree in Agribusiness Development, Agricultural Development, Agricultural Economics, or relevant field.
  • Minimum fifteen (15) years of experience in international development, or ten (10) years of experience with a Ph.D.
  • Demonstrated experience in conducting high quality evaluations to USAID standards.
  • Specific experience in agriculture and agribusiness development is a plus.
  • Knowledge of the Pakistan agriculture sector is a plus.
  • Consulting experience in Pakistan and/or neighboring countries.
  • Demonstrated leadership and communication skills.
  • Fluency in English and strong writing skills, including report writing abilities.
